We knew iOS 6 had functions limited to A5 and A5X devices, but now we have one more to add. It appears Apple is limiting Facetime over cellular to only the iPad 2/3 and iPhone 4s. That leaves out support for the iPhone 4, the only other device with a Facetime camera.
The iPhone 4 was even the very first device with a Facetime camera. The phone does have a A4 processor, but using Facetime over cellular shouldn’t be a probable cause to overload the processor.
Facetime over cellular will join the flyover,turn-by-turn, and a few other functions without iPhone 4 support. For proof of the lack of support check out Apples official product page.
